The Fixed Asset Investment growth declined, around 3%-12%. It is predicted that the during 2H08 and 2009, the Manufacturing Investment Growth will further decline, and the Property Investment Growth will decrease sharply. Retail sales data may be misleading because they contain other entities and individual data and don't catch household consumption. All the retail sales are turning down, export is the lead. Export will further decelerate, because of the global housing market. US housing market prices will optimistic decrease 10%, the Europe housing market is even more bubbled. The Housing price/income ratio now is 150%-160%, in Euro and USA it will decrease around 15%, same as the Housing price/rent ratio. The Chinese export growth is always correlated with OECD counties. The Chinese investment growth is tight, current project under construction growth rate is 17%.Property section will decrease later. The turnover is cut to half. In the largest 7 cities, the price will decline by 15-20% in the next two years. To bring down the Housing price/income ratio 40%, the housing price need to go down 20%. It is predicted that the income will go up 10% nominal rate in the next 2 years and the price will go down 20%. The Urban consumption expenditure per capita growth rate is 6%-7%. The Non-Perform-Loan will twice. The GDP growth of 2008 will still be 10%, and 7.3% next year with Investment and Consumption adjustment. 8% is the bottom line the government want to hold. GDP growth will increase 1.5% then the total GDP growth will be 8.8%. The inflation will be 2%-3% next year. China has three down turns in the last 3 decades (1978-1981, 1984-1988 and 1992-1994/1998), which last more than 3 years. This time is even worse, because of housing price. Chinese GDP always can soft land, and Property/raw material always hard land. In the past, China never had negative growth. The demographic will change in the future. In the US, 2010, the working age population will decrease, more elder people will sell house, consumption growth will decrease, so will Chinese goods imports. In China, the working age population will decrease from 2015, GDP will growth slowly. Younger countries, India and Vietnam, will compete with China, China will face weaker demand and more competition. The monetary and fiscal policy will be relaxed. The benchmark lending and deposit interest rates are expected to be lowered by 81~135bps and 27~81bps respectively in the next 12 months. The RRR will be lowered by 350~550bps. Currently RMB Appreciation rate is 9-10% and will slow to 2~3%. There will be no appreciate against US dollar next year. For fiscal policy, from 1/1/2009, the personal income tax threshold will be increase to 4000RMB, which will reduce 15-80bn RMB tax receipt.The conversion of VAT will reduce 150-200bn RMB, which contributes 0.5% GDP. On the expenditure side, revenue growth will decrease next year. With increase issue government bond, the total expenditure will contribute 1.5% of GDP. The best GDP growth of next will be 8.5-9%. For monetary policy, economic growth is an issue next year. Reduce reserve ration, credit control? Share of government reduce from 50% 10 years ago to 30% now, so government is playing a smaller role in economic. Government can improve expenditure in two areas, one is railway sector, the other is public transportation in urban areas. The land reform in rural area is a good thing to do. It is estimated that 380bn RMB worth land will be sold by local authorities, if half go to farmers, it will be 2.5% of consumption, whilst urban resident consumption growth will slow. The problem is that whether the money will go to farmer, and whether the farmers will consume the money. Land property market policy. Compare to western countries, China only have 15%-20% commercial department. What needed, government buy lower quality apartments and resell/rent to low income group. This will reduce extra supply. Secondhand house selling is the twice of new house selling. Social security should be improved, consumption could go faster.
